Shirley Watters has high level policy, program development and project management experience across sectors and portfolios in human services, in local and regional government settings, non-government sector, peak and national organisations and as a private consultant.As Executive Director of the peak state body for the welfare industry in Queensland from 1998 to 2004 she provided industry leadership, fostered high level strategic relationships and coordinated policy advice to the Queensland Government on significant cross government policy, program and legislative reform initiatives.
She is experienced in developing and implementing national policy and significant change management initiatives through ACOSS and State Councils of Social Service such preparing not for profit organisations nationally for the introduction of the GST.
Shirley has extensive experience on high level advisory and governance Boards including Queensland Emergency Service Ministerial Advisory Committee, Chair and Member Responsible Gambling Advisory Committee to the Queensland Treasurer, Golden Casket Lottery Corporation and Centre for Credit and Consumer Law Griffith University.Shirley has in depth knowledge of non government community organizations, networks, dynamics and institutional arrangements gained from twenty five years working in grass roots organizational and program development roles through to key leadership positions. She has developed, lead and managed Indigenous and NGO capacity building and action research programs and initiatives.
Shirley has a Master of Environmental Science and Bachelor of Social Work qualifications. She is a Member of the Institute of Company Directors and Australian Association of Social Workers.
